The Engineer of Record found that due to exposure to saltwater over a long period of time, the garage pool deck has deteriorated and TT recommended to demolish and rebuild major sections, rather than chipping and patching the crumbling concrete. TT stated that rebuilding will save time, overall costs and provide a 20-year lifespan of the concrete.

Pool closed for partial repair and about $21,000 was spent.

Upper ocean side deck was also closed for about another week during the pool repair.

The project manual was issued by the Engineer of Record.

Agreement signed with Aquatic Consulting Engineer to prepare mechanical & electrical plans related to the resurfacing of the existing pool and the repair of the abandoned wading pool collector tank and placing it back in operation. Estimated fee of $4,200.

The Ocean pool and the Ocean Terrace mid-deck were closed due to safety concerns raised by TT. Owners were notified in mass emails from management that the construction for the Oceanside Garage under the pool deck, including the Eastside wall is moving forward.

The Kiddie Pool was closed due to work being done in the Oceanside Garage. Owners were notified of this TEMPORARY closure by mass email from the management.

The bid from RTI was submitted to the Hemispheres.

RTI was selected at a Board meeting as the contractor subject to legal review of the contract for an estimated amount of $1,986,079.51 where the scope of work was tremendously reduced to be only the top pool deck and the pool.

The contract with RTI was signed at the base price $1,533,101.61. This amount includes only general conditions, waterproofing and finishes (mobilizing and demobilizing construction work, removal of pavers and stucco, power washing and uncovering the concrete, waterproofing, paving and painting). Since the extent of the concrete damage could not be determined before it is uncovered, the concrete restoration is to be charged by change orders in addition to the contract amount, calculated based on the contracted unit prices for the respective work after the work is performed.

RTI applied for a permit

Performance and payment bond of just the base contract price of $1,533,101.61 was paid. This change order amounted to $14, 088.26.

Permit application was rejected by the City for not being able to certify the insignia of the engineer.

A change order of $5,225.47 was issued to update the contracted allowance of $53,352 for a replica of the existing pool deck tiles. RTI will credit this amount back since the landscape architect will advise for appropriate pavers based on location, pool usage, paver's quality and specs, and the overall property style.

The City approved the new documentation and scheduled another review by May 22, 2022.

The building permit was approved.

Permit fees paid. This change order amounted to $19,872.72.

TT recommended to demolish and rebuild the east bays of the deck due to rapid continued deterioration they observed over the last 24 months. The concrete damage in this area is the actual reason for pool closure in July of 2021. Additional shoring was installed and the water in the pool removed for life safety concerns. This change order amounted to $759,793.16.

Agreement signed with RJS Design, formerly Aquatic Consulting Engineer, to prepare the mechanical and electrical plans related to the replacement of the pool recirculation, filtration, disinfection and heating systems pool equipment and resurfacing requirements for the wading pool (kids' pool) estimated at $2,500.

The pool and deck restoration commenced.

Selective demolition, partial removal of restaurant breezeway tiles and coquina stone of columns and additional shoring required for demolition of west girder. This change order amounted to $163,840.
